The person who opens the dashboard for the first time sees dozens of buttons and settings. In fact, the system is based on a simple logic, and for the person who understands this logic, the panel ends up being complicated.
This article opens the logic: two ways to create an ad, three levels of promotion, how the auction works, and what the option to post means.

Advertising from the page is a good start to learn the basics — to see the result and get used to the system. But when you need serious promotion, audience segments, and measurement, Ads Manager is inevitable. It's available in both a web version and as a mobile app.
Three levels of promotion
In Ads Manager, each campaign consists of three levels and each level is decided differently. Understanding this distribution is the key to the entire system.

Sequence is mandatory: the goal is selected first, and that option determines all subsequent options. For example, when the purpose of traffic to the site is selected, the optimization options at the name set level are also relevant.
Practical conclusion: within a promotion, you can have multiple name sets (different audiences) and within each name set, you can have multiple names (different creatives). This structure provides an opportunity to compare — to distinguish which audience and which creator works best.

Auction: how ad price is formed
Buying ads on Meta isn't like buying airtime on TV. There is no fixed price — the system is based on an auction and the price is redefined every time.
The auction has two goals and balances them: helping the advertiser get results from their target audience and providing the user with a relevant, negative experience that doesn't leave a negative impression. To keep this balance, the ability to display each ad is resolved with a separate auction.
Here's the practical meaning: as soon as someone sees an ad, an auction occurs in the background, determining what advertisement will be shown to that person. There are billions of such auctions a day in meta apps.
Who is competing? Other advertisers targeting the same audience. If two advertisers choose the same audience segment, they face an auction to show the person the advertisement.
Who wins the auction
The one that offers the most doesn't win-it's the most misunderstood part of the system. There are three factors that affect the outcome:
- Offer (bid) — the amount the advertiser is willing to pay for the result.
- Projected probability of action — that person's expected response to the record.
- Quality of advertising — user feedback, quality of creativity, negative signals.
As a result, well-crafted and audience-friendly advertising also lacks auctioneering with a lower bid. This is practically the most important result: improving creativity is less expensive than increasing the budget.
And the opposite is true — a poorly creative and inconsistent audience drives up the price of advertising. The higher cost per result is often not a budget issue, but a compliance issue.
Placements: where the ad appears
Placement determines on which platform and in what format the ad will appear. Variants are common in the Meta ecosystem: Facebook and Instagram feeds, Stories, Reels, Messenger, Audience Network, and others.
There are practically two modes:

Setting up an advertising account
Account structure needs to be developed before setting up a promotion. This is a one-time affair and prevents further issues from occurring.
- A business account is created and linked to the page.
- An advertising account is set up: currency, time zone, and payment method are set up.
- Authorizations are given — team members are added on a role by role basis without sharing a personal account.
- Tracking is set up — pixels are placed and events are checked if there is a site.
- Special ad category is checked — targeting is restricted in some areas.
There is a trap in the second paragraph: the currency and time zone cannot be changed later. The error selection makes all reports difficult to read, so this step should be taken carefully.
Paragraph five is legal. Credit, housing, job listings, and social and political topics fall into a special category, where targeting opportunities are restricted for legitimate reasons. Setting an advertisement that falls under this category in the usual way causes it to be rejected.
Panel reading: which columns to view
Ads Manager displays a lot of columns, and you don't have to view them all. The basic kit varies by purpose, but a few are always needed.

Making changes to a running campaign can bring the system back to the learning stage. Some changes are harmless, while others reset the outcome.

Is it enough to advertise from the page?
For simple purposes — deliver the post to more people, get a profile visit — enough is enough. When audience segments, conversion tracking, and comparative testing are needed, Ads Manager is required. The practical approach is to start from the page and quickly move to Ads Manager.
What determines the advertisement price?
Auction. The price depends on the bid, the competition of the targeted audience and the quality of the advertisement. The top bidder doesn't automatically win-they 're able to win the auction with lower spending on relevant and quality advertising.
Is auto-deploying always better?
In most cases, yes, because the system redirects the budget to working places. There are exceptions: brand safety requirement, lack of a specific format, or poor performance in a particular placement. In these cases, manual mode is selected.
How many name sets should a campaign have?
2–3. At the beginning, each name set receives a portion of the budget and must gather enough data to produce a result. Too many name sets lead to a small share of each in a small budget and none exceed the learning stage.
What to do if the ad doesn't pass approval?
The reason for denial is indicated in the notice and is often specific: prohibited content, inappropriate claim, special category requirement. It can be adjusted and resubmitted. In cases of repeated rejections, there is a risk of account limitations, so it is less expensive to read the policy rules in advance.
